In theory you can.I routinely use heparin from an ampule.

The heparin solution in an ampule heparin-sodium in sterile water. It is also available as Hep-sal, or heparinized saline, which is heparin dissolved in sterile saline.
Is saline compatible with your experiment? If it is you can use it.
In this other paper, have they specified how much powder was added to how much ml of media of cells?
100 IU unit of heparin is equivalent to 1mg, I think...please double check.
