I have a big question in my mind while doing washing and processing tissue culture and PBMC's.
I saw my coullege she used 10X PBS for washing but normally 1X PBS. Is there any effect on cells or whatever concentration, It came in my knowledge cells she processed doesn't die but continue to proliferate and expand. Anyone with great expertise explains what the reality, She is processing actually cancer cell lines like MDA10, MCF7.

Never use 10x PBS for your experiments. Use 1x PBS only. Best,

While 1x PBS is isotonic, 10x PBS will exert hyperosmolar stress to the cells and possibly have some other effects due to the unphysiologically high ion concentrations, esp. of sodium and potassium ions. Might be intended or accident. Why not simply ask your colleague about the purpose?
PBS is a wash buffer, but in strong concentrations may lyse cells as it acts as a detergent. Maybe affect cell growth, cell morphology, or biological pathways, etc.
