Does directionality matter while cloning Pre-miRNA in expression vector?

I am trying to clone pre-miRNA in pcDNA3.1+ vector. Wanted to know does directionality is important for this cloning ? or my insert in any orientation of promoter will be ok. Thank you Regards, Pawan
