You might obtain the right pH by using concentrated HCL but in effect you have added sodium chloride to a nascent solution of Tris acetate by using hydrochloric acid
You need to raise the pH from 7.4 to 8.2, not lower the pH. You'll have to add a base. Make sure your pH probe is properly calibrated, it seems very odd that your pH is lower than needed with a protocol that says to use glacial acid to adjust the pH.
