Your pellet may be completely over dried when trying to evaporate the ethanol . So many of them face a similar problem and sometimes heating the solution to almost boiling T may be useful for a short period of time.

But that may degrade your DNA.

Watch the DNA pellet, and resuspend it when it's nearly dry. Don't wait until it's completely dry

I experienced such similar situation before, but not as severe as your case, eg: unable to dissolve after 15-20 days.

In my case, I incubated the sample in 65 degree celsius water bath, and in between like 5 mins intervals, I vortexed the sample for like 5 seconds, in the end the sample dissolved after 1 hour.

Pellet not over dried, Air dry pellet just 10 minutes but in case of lichen DNA isolation pellet not dissolved otherwise pellet dissolved....
