Why the surface of electrospun fiber membrane be easily peeled off like a spider web, and layered with the fiber membrane below ? The polymer is PAN, the solvent is DMF, with a concentration of 12% and a receiving distance of 12cm. Is it because of high humidity?

The nanofibers still contain the solvent, which must be dried in a vacuum oven.
The thickness of the fibers is low.
Nanofibers should be hot-pressed between the other two layers of the mask, such as non-woven polyester.

What is the solution flowrate in the above case ?
If it is less low rate below 0.4 ml/h make it as 0.9-1 ml/h and Voltage applied between tip of the needle and drum collector should be 15-16 kV.
If you maintain high flow rate then the fiber which is already collected on drum collector will make connection with fresh nanofibers, because still contain little solvent in it.
increase the concentration up to 15%, thickness is also low(increase it) and after collecting dry in a vacuum oven
