Primary cells in general will be tough to transfect, especially if you're trying to do so with a large plasmid. I would look up previous protocols related to what you are transfecting and see if there are any tips there. With regards to overall efficiency, siRNA can be transfected at around 70% efficiency into primary cells (https://altogen.com/product/altofect-transfection-reagent/) so that's a benchmark that should met with any other method.
