The image shows DNA fragmentation assay of cells treated with toxin. I'm not sure how to read those results. For sure there is fragmentation in well with number 1, but what about wells 2 and 3? Does anyone know what this smear could mean?

You've probably overloaded the wells, this gives rise to the smears. Try diluting your samples to 1/100 or something like that to get a more accurate result.

Possible solutions:
Leave more time the enzymatic reaction (proteinase K / RNase).
Consentracion decrease DNA per well (40 micrograms per well recommended).
Verify agarose gel concentration.
