We mix the two solutions in appropriate ratios to get the desired pH buffer. Why can't we adjust the pH using NaOH or HCl?

I guess it's for practical reasons:
To get the right pH you only have to mix the 2 solutions in a given proportion without having to adjust the final volume with water.
Using NaOH or HCl for pH adjustment would modify the buffer content in terms of counterions (Na+ and/or Cl- would come further to K+ in your case).
