I'm currently using DMEM with 10% HI FBS. Recently seeing no LPS response after treating the cells for 24 hours. I used the media without Hepes. Found the thread that the media needs to be supplement with Hepes.
Is there anything else the media needs to be supplemented with: sodium pyruvate, L-glutamine, etc?

Are you using DMEM with 1 or 4.5 g/L of glucose?
For the LPS stimulation we use 4.5 g/L with 10% FBS. If there still is no response to LPS, check your cells for panmicroglial markers. What read-outs do you use to determine the response to LPS?
According to our previous publication, BV-2 cells were incubated in DMEM containing 2% FBS and treated with or without LPS.
