Say I have slightly different magnification images or say I used two different SEM devices which have different screens so the mag differs. But while preparing the report, I would like to have all the images to have same scale. How can I do this?
Can imageJ or GIMP help me to do this? Could you please suggest the steps

Use your image editing software to measure the size of the scale bar, in pixels (e.g. 600). If the scale is in microns for example (250um), calculate 'pixels per micron' (2.4) then multiply this by the standard micron scale you want to use for all the images (e.g. 100) - this gives a scale bar of 240 pixels to represent 100um. Draw a bar this number of pixels wide to create your own scale bar of standard length. Repeat for each image of differing scale size.
I have shown a picture of this using Affinity Photo. But any image editor should be able to do it.
I agree with Dr. Slipper. The ImageJ can do the job. You can find many tutorials online explaining how you can use the ImageJ to do this tack.

Mohammed Mahdy, that is not necessary. You can have different lengths of scale bars. What is important in this application is that the different lengths all represent the same real physical distance in microns (or nanometers). Thus accounting for the variation in magnifications from the original images.
