I am currently working on a paper where I need to provide a reliable reference that defines and distinguishes between 3D mesh models and 3D city models. Although I am familiar with their differences, I require a credible document to support my work.
If you know of any scholarly articles or reputable sources that discuss these models and their distinctions, I would greatly appreciate your recommendations.

Japan's Ministry of Land, Infrastructure, Transport and Tourism is promoting a project called "PLATEAU", which makes 3D data of major cities in Japan available to the public.
The data can be downloaded from the following site by specifying the name of the city.
However, I think that only Japanese is supported.
