Tumors not developing in BALB/c in mice after 4T1 injection in mammary fat pad.Distict tumor not formed rather whole abdomen got swollen.any solution?

Injected 10^5 cells subcutaneously in the 4th mammary fat pad. Distinct tumour is not formed rather the whole abdomen portion is getting swelled. What are the things that might have got wrong? What would be a possible solution? Tried with 3*10^5 cells injection subcutaneously in mice flank also.
