signal peptides are commonly protein-specific, I wonder if there is "general" signal peptides which can be used among plants. Hereby, it would enable more convenient protein expressions in various plants.

To the best of my knowledge, signal peptides are not protein-specific (although the 'performance' of same signal peptide can vary significantly from one protein to the other). Can you provide an example of a protein-specific signal peptide?
If what you are looking for is a signal peptide that works consistently well regardless of the polypeptide it precedes then no, I think such a thing does not exist.

1. Some plant 'signal peptides' direct proteins to a specific locations, such as a nucleus, chloroplasts, ....subcellular locations. If the signal peptide is 'general', the peptides might be confused where they are going to.
Probably you are talking about another kind of special short sequence (which people add it to the the N-terminal of a gene) which can enhance a gene's overall expression.

"A signal peptide (sometimes referred to as signal sequence, targeting signal, localization signal, localization sequence, transit peptide, leader sequence or leader peptide) is a short (5-30 amino acids long) peptide present at the N-terminus of the majority of newly synthesized proteins that are destined towards the secretory pathway."

I guess that you are thinking of some kinds of 'consensus' sequences, which can enhance the gene expression/translation. For example, the 'Kozak consensus sequence', which can enhance the efficiency of translation initiation in vertebrate species (see below reference**).
**Kozak, M. (1987) At least six nucleotides preceding the AUG initiator codon enhance translation in mammalian cells. J. Mol. Biol. 196, 947–50.
When we did gene overexpression in plants, we added this Kozak sequence to the gene-of-interest for transformation (although it is reported for mammalian cells). However, we did not really systematically study its effect in planta.
The similar consensus sequences in plant species were also studied. See the attached paper. Maybe there already has some reports about using them to improve transgene overexpression in plants. I am not sure.
