As far as I know the FBS interferes directly with the Lipofectamine DNA binding efficiency, so while FBS can be used it will likely reduce the transfection level in a dose dependant manner.
I think that MEM with very low FBS will work, but that the cell line used might also have an impact (what is the usual transfection efficiency?).
A colleague has said that RPMI (rather than MEM) with no FBS added worked fine for them.
Which Lipofectamine are you using? Lipofectamine 2000? And which medium do you mean, the medium in which the complexes are formed or the medium on the cells during the incubation? Because for for forming the complexes you have to use a medium (basically any kind of medium) without serum and antibiotic because it will decrease the forming of complexes. On the cells you can therefor use any medium with or without FCS!
MEM without serum and antibiotics works also for the complex formation, a bit less good than Opti-MEM. The volume for complex formation is relatively low compared to the volume of medium on the cells, no need to bother with FCS concentration in this.
Some reagents work in the presence of serum (see the ones here: https://altogen.com/products-index/) while others don't. Read a product manual for the reagent you are using and be sure to look at information relating to the do's and don'ts while conducting transfection, and you'll likely find helpful tips there.

Yes, my transfection with MEM without FBS did work. However I finally did the transfection with Opti-MEM only and the efficiency was better with Opti-MEM. Although for standardizing my protocols the MEM without FBS did work.
