if it interact well during incubation period at 60. then why we preheat the CTAB ??????

You preheat the CTAB, so when you add the tissue powder into it, the temperature of CTAB is already 65C, not room temperature (25C). It will take a while to let a tube of CTAB increase its temperature from 25C to 65C. So, you need to preheat it.
