What makes you think it needs ``control''. As long as humanitarian issues are included in the idea of ``control'', the system will cost more than it returns - that is it will fail and that failure will cause more humanitarian damage than without the control. Nature dictates weak die. The Westphalian system must have no control/laws affecting the internal workings of members (that is what caused its problems). The Bretton woods failed (is failing) because the system requires some leading economy to support the others. As long as the trade advantage worked in both the recovering nations' and the market provider's economy, it worked. But now that is no longer true and the US, like Briton before, cannot sand the strain. So, ``How will humans resist the humanitarian impulses'' is the real issue.

Yes, partly. Further, injecting humanitarian impulses doom the attempt at balance. Within ``humanitarian'' is the attempt to ``educate'' the other nations on the ``benefits'' of some ideology such as democracy. Or as we are now witnessing in the Netherlands by Brussels climate initiative.
