I have 70% Ethanolic extract that I distilled using Rotavap at 55ºC and -80 Kpascal.
I had recovered Ethanol plus the extract concentrated.
My question: is the concentration (purity) of recovered Ethanol will be 100% and the water will remain with the extract or the Ethanol concentration remain as 70% as the original.

I am not sure I understand your question but I believe you are saying that you are feeding a stream that is 70% ethanol to a rotavap. and producing two products:
* High purity Ethanol
* A water rich stream
If you know the feed rate and composition and the ethanol product rate and composition (!100% ethanol?) you can do a simple material balance Ethanol in water rich stream = feed ethanol - product ethanol and the other product = all of the ethanol that isn't in the other product + all of the non ethanol that isn't on the other product.
There is a problem with your assumption that you will get 100% ethanol overhead because ethanol forms an azeotrope with water. The best you can hope for is probably about 95% ethanol overhead unless you use an azeotrope breaker,
