I have access to the patient's blood who has been diagnosed with the MEGDEL syndrome. and we need to perform the mRNA analysis (splicing) based on the mutation position. I would like to know whether SERAC1 protein expresses in blood ?

Yes it express in blood. You may check it yourself by entering your protein and choosing human in the Expression Atlas web site:

SERAC1 is expressed all over body tissues (see attach from GTEX) but as Ireneusz Stolarek said expression does't mean that the protein is largely present.

as you can see in the picture, the gene is expressed in whole blood, even at low level.
