Is it because they are non nucleated? But both of these cells perform numerous functions in the body. Why aren't there any neoplasms arising from RBCs and platelets?

Polycythemia vera (PV) and Essential thrombocythemia (ET) are "RBC and platelet neoplasms". But indeed they arise from the nucleated RBC and platelet precursors not from the enucleated cells representing the final differentiation stages in these two cell lineages.

Red cells dont have a nucleus. A neoplasm can arise only in nucleated cells- RBC precursors but not RBCs per se

Yes, as they have said , neoplasm can only arise from nucleated state of cells.
