Why is there no formation of foci in my foci forming assay?

I have conducted foci forming assay to measure the titer of H1N1 on MDCK cells in a 24-well plate. However, there is no foci formation even in the virus dilution 10^-1 well, but the cells look dead. The cells in the media control look fine and alive. Any reason why could that be? I used 4% paraformaldehyde for fixing.
