This is three orders of magnitude smaller than a nanometer (and thus most nanotechnology) and two orders of magnitude smaller than most chemistry transformations and measurements. Pico technology would involve the manipulation of matter at the atomic level. A further hypothetical development, femto-technology, would involve working with matter at the subatomic level.

Yes, particles can be downsized from nanoscale to picoscale and they can be used to better advantage in terms of unique property profile. The benefits of quantum size effects can be availed in the picoregime than in the nanoregime.
