A wicked person is a person who deliberately inflict pain (physical, emotional, psychological, spiritual) on another person.
A person who is found to be morally wrong, happy to see other unhappy, intends to keep under constant agony and pain.
For me, it is a person (whom ever it is) that doesn't demonstrate consistent characteristics, who mistreat others with unknown reasons, always fault finder, etc .

Environmental influences are definitely there, but a person acquire these characters through his/ her own intension.

Wickedness is such a "big word". Sometimes people use the word when you seem to be too rigid even on good policy. However, wickedness is the act of being evil. A person is wicked when he/she intentionally does things to harm people and get pleasures from the effects. Therefore, parents are not wicked, because they do not do things intentionally to harm their children and get pleasures from it. Professional teachers, professors, with few exceptions(probably) are not wicked, since they are there to teach, to deliver knowledge to their students in order them develop critical thinking skills to solve problems.
Therefore the usage of the word "wicked" in wrong places is a result of intellectual laziness, an abuse or misunderstanding of the word itself.

Among the causes of wickedness in addition to your suggestions above is past personal experience. Some live for vendetta, having been mistreated by someone. An example was one who was infected with AIDS so he targeted to infect as many as possible. He was getting a revenge.
