This is indeed sad. A shameless example of plagiarism. The ‘journal’ “International Journal of Engineering Research & Technology” (https://www.ijert.org/ ) is published by “ESRSA Publications Pvt. Ltd.” a publisher mentioned in the Beall’s list: https://beallslist.net/ and as a journal it is mentioned in the stand-alone version (https://beallslist.net/standalone-journals/ ) which together with things like the prominently mentioned fake impact factor clearly indicates that this a predatory journal.
A number of things could have happened (in order of most likely events):
-The journal deliberately copy paste the paper and add fictitious author. In this case not much can be done since such criminals will not respond to a request to withdraw
-The journal failed to perform proper plagiarism check and is misled by the author. In this case a request to withdraw might help (although it is suspicious that the paper did not mention an author contact). In case the journal acts properly (no high expectations about that) they might provide the author information so you or they can contact the employer to report this fraud.
It is unfortunately not unusual that these type of journals ‘publish’ already published papers.

As indicated in my previous reply you might give it a go to request a withdrawal of the paper that never should have been published. There is an even worse (if possible) form of fraud: the hijacked journals. There is a list for this (https://beallslist.net/hijacked-journals/ ) and I try to keep up with examples not (yet) included: https://www.researchgate.net/post/New_very_misleading_type_of_scam_Anyone_with_recent_examples , these criminals can somehow keep on going on with their fraud.
With you I am amazed (and disappointed) that apparently not much can be done about this in legal terms (or at least getting these people ‘out of the air’ through the providers or something). It is some sort of wild west out there.

Report the Author that copied the work to his/her employer for immediate action against the plagiarizer

It's sad, You can inform to affiliation head and University..definitely they will take immediate action against this.

Very nice....sometimes the student may not be knowing and they copy the contents from others. I guess his/her paper is removed and don't worry, still ur paper will be in IEEE explore.
