These are a few of the negative consequences of a "culture" instituted & supported by questionable oversight &/or support by senior management.
There is a research plethora on relationship of culture & performance ... for myself the question is "what factors mitigate implementation & continuing support for a "principled" culture.

I have written several papers about organizational culture, organizational leadership, and how leaders can build employee commitment. Perhaps my c.v. may provide you with ideas of some value!
In the empirical research published in the article:

you can see the culture ('organizational climate') as the moderator-variable in the model.

Book Organizations as Complex Systems: An Introduction to Knowled...
Organisational culture has emerged as one of the important dimension for motivating employees and improving their performance. A number of scholars have argued the applicability of management practices in developing countries and since long time it has also been recognized that culture is a main source of difference in performance management practices (Daniels et al., 2004; Piercy et al., 2004). Many researchers (e.g., Denison, Haaland, & Goelzer in Yilmaz, 2008) have called to investigate the phenomenon of organisational culture in different cultural context and their influence on improving job satisfaction and performance. the following paper may be usefull in developing the construct for the study.
I think there is a direct effect of organizational culture on its performance because the culture can support employees' productivity which can reflect on overall performance.
