Some journals may have their activity been ceased for a reason or another for a relatively long time. Prior to this, some papers may have been offered acceptance, but then not published yet!.
So, when the journal resumes its activity- with mostly a new editorial board- does it have the right to re-evaluate the paper one more time after being accepted? Does the author (s) have the right to submit it to another journal when the new board still ignores that paper and does not give a sharp decision towards it?
Yes, If the journal establishment do not publish the paper within a reasonable period, you have every right to withdraw the paper and publish it wherever you like. But your should inform them clearly your intention of doing it like that. If the journal is notorious in addressing queries by the authors, you should mention a time period for their response, and if no replies are forthcoming within that period, you can proceed as you like. Please note that generally no journals accept papers, if the works are more than 5 years old.

It seems that a new editorial board could decide about new criteria for accepting a paper for publication, but until you have a formal rejection letter, your paper is considered for publication. If this uncertain situation continues, you may approach the editor and ask him to make a decision on your paper.

In my opinion, If changing the editorial board can change the judgment towards a paper submitted to a particular scientific journal, then this can influence the journal reputation.
Also, I think that any intended delay concerning re-evaluation of an already accepted paper- if this is legal- may not be ethical!
It seems that high standard journals do not do so.
But what it would be wised to do if still the editor does not respond? Any action to be taken against that journal?
Its once happened with me. I wrote an email and sent to all members of editorial board. Finally, they published my article
