Some journals may have their activity been ceased for a reason or another for a relatively long time. Prior to this, some papers may have been offered acceptance, but then not published yet!.

So, when the journal resumes its activity- with mostly a new editorial board- does it have the right to re-evaluate the paper one more time after being accepted? Does the author (s) have the right to submit it to another journal when the new board still ignores that paper and does not give a sharp decision towards it?
