They are entirely different compounds so they are different but both can act as excellent biological buffers in the appropriate pH range. Both will be fine to use for many enzymatic experiments, but the specifics are important. Some enzymes are inhibited in phosphate buffer (notably those with or acting on phosphate substrates), there are few situations where Tris can be inhibitory (but rare). You can probably determine from the literature whether the enzymes you intend to look at function well in either or both buffers.
