I'm doubtful you can make a meaningful measurement for the size you are looking for with traditional gel electrophoresis. I assume you are using agarose gel, can you confirm? Even a 2% agarose gel doesn't seem to have enough resolution to go down to 21 nts. I am looking at the manual of QIAxcel capillary electrophoresis DNA high resolution kit specs and I see;

Sizing range:15 bp – 20 kb

Best resolution 3–5 bp

It seems like you might be able to get this to work with a high resolution kit using a capillary electrophoresis system but I would recommend you talk to an application specialist to confirm your scenario.
