as you know fenofibrate is a poorly water soluble drug .... i tried to use one of the suggested published vehicle which is 10%DMSO, 15%Solutol, 75% Sterile water for injection ... but unfortunately the drug precipitated in this vehicle so i would like to ask if there is a special technique that could be used or additional excipient that could be dded to this vehicle in order to solubilize the drug

I did not get your question..Are you going to inject this in vivo or do you want to solubilize the drug only??
If it is the matter of just solubilization then you can use Labrafac,
Tween 80, and polyethylene glycol 400 in combination
i agree with the non ionic surfactants proposed by Himanshu; you can also try a softer cosolvent often used in parenterals: PEG400 30%/Ethanol 30%/Water 40%
another possibility for injection or oral administration is complexation with cyclodextrin (betaCD, hydroxypropyl beta CD,...) the advantage compared to the above solution is that in this case there is no precipitation whatever the dilution factor.
