One part of this question seems to be related to experimental error theory, concerning topics such as attaching uncertainty to observations, error propagation, etc. This is where your uncertainty comes from.

However, regardless of the fact that uncertainty is related to the observational method, you seem mostly interested in how does one assess how good or how bad this uncertainty is.
I think maybe this can be done with a benchmarking procedure. Other experimental attemps to determine the same quantity (or different quantities but using the same sort of procedure), may serve as a comparison to how relatively big your uncertainty is.
This benchmark is highly dependent on the history of technology. Probably the mesaurements of the distance of the earth to the moon are a lot more accurate today than 200 or 100 years ago. So probably one should try to compare with current and not old measurements.
