Usually, radiobiologists insist that all cells death after irradiation should be considered as apoptotic, not necrotic. But, also everybody agreed that after irradiation develops inflammation and toxicity.
Pathologists, from other side of scientific vision, always insist that inflammation and toxicity features of necrosis and never developing as result of apoptosis.
So, Radiation induced cells death - apoptosis or necrosis?
p53 functional status usually defines apoptosis versus necrosis but often ATP status. Apoptosis is followed by secondary necrosis in vitro and to a lesser extent in vivo. Glycolytic shutdown usually force cells to necrotic side. You can have more info on my paper: doi.org/10.1038/cddiscovery.2016.3

Low dose radiation induces apoptosis and cellular necrosis would occur at a higher dose. Different cells may respond differently to the radiation dose depending on its radiosensitivity.
