You can submit your microarray data either in Arrayexpress or GEO, though GEO is the preferred one and is hosted by NCBI. Visit their site and you can find the guidelines about microarray data submission according to the data format as well as the instructions. Yes, t is necessary to submit your data to one of the databses before publishing the paper but you have the option of keeping the data private till you want (the duration can be specified by you)
I agree to Navjyoti and Frane- I prefer GEO, since it is quite simple and depending on your microarray platform they provide corresponding archive templates and examples...
+1 for GEO. Much simpler. If you use InSilico DB (https://insilicodb.com) for data management prior to submission. We submit it on your behalf when you are ready to publish.
GEO is best. Also, you can have a reviewer's link which you can send it to Editor of the journal u are submitting your manuscript and make it public visibility private, till you think manuscript is accepted.

some journals won't ask you to submit your raw data (but they should). I normally always give the GEO accession number in the ms to be review but it does noit need to be publicly available until the ms is accepted. You can decide whether to go for GEO or Arrayexpress, I normally submit to both.
