However the Government or Regional Authority responsible for building projects should ensure that the developer of any new building project should build in a manner whereby the buidlings do not collapse in an earthquake. Japan is good at this, From recent experience, Turkey and Syria are very poor.
In a fair world the developer and local building planning authority should be answerable for the deaths where buildings have collapsed due to an earthquake in a known earthquake zone.
The seismicity of the construction site is determined by seismic microzoning maps. This is where the responsibility of the builders ends. The number of earthquake victims depends on the accuracy, reliability and lead time of the forecast before the earthquake. The funding for this goes into the pockets of officials of the Department of Earth Sciences. Whoever gets paid must bear the responsibility.

In Greece there are three areas of seismic risk. In the first area the houses are designed to withstand an acceleration of 0.16g, in the second 0.24g and in the third 0.36g. They are paid by the government to tell us to get under the desks in case of an earthquake.

Dear Dr. Alexandr Yagodin In Greece, we had Panagiotis Varotsos who developed in 1981 the short term earthquake prediction method known as the VAN method and today he still directs this research. In Greece he has been rejected.
У меня проблема в том, что я живу в Израиле и не могу всех бросить и приехать в Россию. В России я снова с друзьями открыл бы частную лабораторию и год - два давал бы прогнозы.
Для этого нужны 6 - 10 станций. В Израиле у меня было 5 станций и я год давал прогнозы. Их проверяли официальные эксперты.
Я вижу, что у Вас проблема в отсутствии официальных экспертов, которые не зависят от правительства Ваших стран.
Вам надо привлечь юристов для того, чтоб Ваши результаты были рассмотрены и признаны. Вы это можете сделать. Тогда, после испытаний и официальной публикации никто не сможет заявлять, что "нет результатов". Ваши эксперты боятся "мафии" - от науки.
Значит надо делать это в частном предприятии другой страны.
Вы еще молоды и можете победить.
Я 20 лет дрался. Умерли Николаев, Рогожин и другие, но никто не имеет права отменить их заключения.

However, Gerassimos Papadopoulos complained that the VAN reports were confusing and ambiguous, and that "none of the claims for successful VAN predictions is justified",[18] but this complaint was answered on the same issue.[19]

......Если бы они прочли мою статью о Генезисе, то им было бы легче составить общую картину развития землетрясения и предвестников.
Сейчас везде идут войны, поэтому все страны не отвечают.
Как минимум от трех я жду ответа. У Вас есть вариант послать Ваши опыты, как обоснование Вашего архитектурного проекта. Пошлите известным профессорам за границу, как рассмотрение опытного строения. (Возможно, это получится).

Разговор прерван так-как я написал в четыре страны Министрам Науки, но пока нет ответов. Кое-кто - в отпуску, потому я пока жду от них ответа.
В Израиле - война, потому никто не отвечает.
В России изменились законы международного сотрудничества, поэтому даже то, о чем шел разговор с РАН и Президентом, осталось без движения. Я пока не вижу, с кем можно работать.

Все это знают и все молча дают мошенникам скрывать, что работающий метод создан, испытан и спрятан от народа.
