Is it possible to prepare PBS with pH 5 or I should prepare sodium phosphate buffer?

is it possible to prepare PBS below 7.3 or I should work with sodium phosphate buffer which can be prepared below 7.3

The pKa of phosphate is ~7. At 2pH-units away from the pKa, the buffering capacity of a buffer is almost non-existent.
