Yes, you can. Using the seed edges, choose bias method, probably "double" to mesh it in the way you want. 

Another way of doing this is to split the line body with required element lengths in Design Modeller. Then, when you are performing meshing, use sizing property to assign the required number of divisions or element sizes to the splitted line body.

If you are using Classical ANSYS, you can create nodes by your wish and then create elements passing through the nodes you created.
