I need to model an anisotropic material in which the Poisson's ratio ν_12 ≠ ν_21 and so on. Therefore, the elastic compliance matrix wouldn't be a symmetric one. In ANSYS APDL, for TB,ANEL command, the stiffness matrix must be a symmetric one with 21 elements.
How to model this anisotropic material in ANSYS APDL?

I suggest you to review some theoretical background on anisotropic materials.
Perhaps you need something simple ? You can define anisotropic material property in ANSYS APDL through the basic commande MP. Sure you can have nu12 not equal to nu21, but the matrix will be symmetric (we will have E1 different from E2, but nu12/E1=nu21/E2). Caution when using the MP command with anisotropic material, use MP,NUXY for minor Poisson ratios, or MP,PRXY for major Poisson ratios.
