I am not sure what these publication options means.Obviously i intend to pay less.
If someone could help me interpret that?

It is an list of preconditions rules and other legal matters related with submission of any paper for publication in a journal.
If it is written in website of any journal, it means all the responsibility regarding plagiarism, conflict of interest, violation of any publication rules etc. are taken by the author and no such responsibility will be taken by the journal authority in future.
I am attached with one journal where we instruct the authors to follow Creative Commons Attribution Licence 4 (CCAL 4).

It has perhaps no relation with money.
You have to check the Article Processing Charge or Publication charge of the particular journal.
For people like you and me, many journal do not disclose fees before submission if article. After submission and review of your article, they will tell you the fee.
It is always better to choose open access journal with minimum or no APC.

If you spend some time you may find indexed journals those fully or partially waive article processing charge (APC), especially for authors from developing countries. But most often these journals are not 'open access' meaning the user have to pay to read/download the full paper (unless their institutes subscribe).
There are very few open access journals those don't charge APC, Bulletin of the World Health Organization is such a journal.
Yes as Dr. Shibabrata Pattanayak sir well explained that its all about consent. It is not related to money. If we are student then we can request them for the discount of publication charges.
A kind of term and conditions that apply to your submission and publication. Check journals from Iran, Iraq, Pakistan, Turkey, Thailand, etc. They are good journals, open access yet they are free. Mostly Scopus.
The costs influencing paper publications have been on the rise and some journals have to pay the reviewers for the prompt evaluation of manuscripts. Consequently, very often the researcher should pay a regular fee for publishing his/her paper especially when s/he is in a hurry and there is a time limitation.
