Dear Expert,
In a transient ( Unsteady State ) case of fluent, total Number of Time Step is 50. I need to set first 10 time step at 0.0001 size, next 20 time step at 0.001 size and last 20 time step at 0.01 size...
So, Please guide me by your expert opinion how to set this type of strategy in ANSYS Fluent..

UDF is maybe suitable if you want to run simulations with this setting many times. If it is just a one-off case or if you do not want to write a code and always recompile it (or copy the library with translated code), you can simply use Case Modifications and define a command that would be performed after n iterations. For your example, it would be something like /solve set time-step 0.001 in Commands field and 20 in the Number of Iterations/Time Steps field. You can use as many modifications as you wish.

This answer might be a little bit late, but Macros in Fluent work very well for automatic time step variations.
