It is usually better to use dimensionless values:

D / t (D - outside diameter, t - wall thickness)

Mc / Mpl (Mpl - plastic moment)

A typical linear approach is:

Mc / Mpl = C0 + C1 * (D/t)

(C0, C1 - unknown parameters)
