I built a 2D model in COMSOL, of a simple three-layer covered conductor, surrounded by air.
This cable is for aerial power lines ,
Now, I need to compute the "Dielectric Strenght", this property is given in (V/m) or (kV/mm), of the most outer layer of the Cable.
Does anyone know how to do this in COMSOL ?

This is a definition of dielectric strength from wikipedia
for a pure electrically insulating material, the maximum electric field that the material can withstand under ideal conditions without undergoing electrical breakdown and becoming electrically conductive (i.e. without failure of its insulating properties).
It is not something you would normally calculate. You measure it or take it from a table of properties of materials. You find out what dielectric strength is required to do the job you want and choose the right material.
I expect it can be calculated in COMSOL from first principles using solid-state physics or something similar, for a new material, but that does not seem to be the sort of thing you mean to do.
COMSOL will give you the V/m in a particular part of your model, and if you want that to stop current flow, you need to choose a material that has a greater dielectric strength than that. You should be able to plot V/m in a similar way to how you have plotted the figure you have shown.

Indeed, this is what I want to do, but I don't know how.

I understand what you commented here, but as you guessed, I am trying to predict the behavior of a new compound .

In a context where it is very widely admitted that the microscopic breakdown processes are unknown, before looking for a computer code I made the synthesis of the observations and the equatons which correspond to them. The equation of state of the material under stress indicates what to measure and how to do it. The simple, easy and quick measurements take into account all the factors that affect the breakdown (pressure, temperature, field, anisotropy of the material, sample dimensions, etc.).
