I think that FBS is ok, but it is recommended to reduce serum concentration while maintaining normal cell proliferation.

I used to do primary cultures with DMEM/F12 10% SFB without any problems. However, they were murine cells, not human. You didn´t specify if cells are form mouse or human. If they are murine SFB it is ok, if they are human I have never tested it but I guess it will not be a problem.
