I am working on a transient flow simulation and would like to apply a free slip BC at the top and bottom of the domain (from research papers I understand that free slip means ∂u/∂y=∂w/∂y = v= 0). I don't know how to do this in FLUENT. Any help?

In the Boundary Conditions panel..under the momentum tab..use specified shear stress and set the stress components to zero.

If you specified top & bottom as 'wall' , then FLUENT considered that boundary as 'no slip boundary' (v=0 m/s) condition.
Find attached file which helps you to understand different types of Boundary conditions & its significance.
At top j=n, use: v=0, u(i,j)=u(i,j-1).
At bottom j=1 use: v=0, u(i,j)=u(i,j+1).

in a simple language you can say that, the free slip boundary condition is required when you do not want your computational boundary to influence your flow. At slip boundary condition the shear stress is taken as zero that means there is no existence of boundary layer formation at that plane.
hi, I want to calculate viscoelastic flow over a cylinder having slip boundary. If I use specified shear stress under momentum tab and set the stress components to zero on boundary, I got viscous force and pressure force component equal to zero but polymers also have stress component. how may I overcoeme this?
