How can I submit a partial sequence of 23S rRNA in a genbank to get an accession no.?

I have approximately 600bp long partial sequence of 23S rRNA of H. pylori. I want to submit this in gene bank (NCBI). Please anyone can tell me about process for the submission? Whether the process includes the translation of sequence into amino acid so that no stop codon appears in between the sequence and how it would be done.
