Start by making a stock solution of higher concentration, then dilute the prepared stock to the desired concentration. Making a higher concentration reduces the chances of error.
For example, for making 10% solution dissolve 10 grams of the compound in a solvent making the final volume of 100ml (preferably in a volumetric flask). Then dilute the stock 10 times for making the final solution (by adding 10 parts of stock and 90 parts of solvent).
