Project Management can be viewed both in the scientific & administrative management & as such we have to view the same both as a science & art.For any project we have to study & also demands a scrutiny with this it is the working performance of project which gives the successive result of the working of the same & if we consider this we must move towards systematic & scientific manner with the result of the project .

For success of the project it demands a working in the good administrative function when we talk about project they must have a regular planning of the same in the administrative department we should study the same right from the root to the end of the result .

This we can do initially by contacting a planning & production department for their functionally activities this may help them to have to view their finance planning & with the totality administrative department with the help of finance division have to carry out the finance & budgetary control of the project which may help to review the same at the periodical interval .

Project Management is neither a science nor an art. It is a method and craft that be learned and trained, though it is very hard work to acquire project management tools; it is close to the field of engineering and originated in the technical sector. Mastership and talent for PM are related to precise manual labor, i.e. to perfect a piece of human work. Temporal coordination is the mother of PM; would be ideal, if the father is human ingenuity. Passion and reason are required, which can push PM towards 'religious expectations', in terms of real-world hopes.

depends how you define science, is philosophy a science? ethics? morality? also it depends how you define Art? in which set you put spirituality? Don't forget that leadership is considered in project management.

I would say that it is a mix of science, philosophy, art, spirituality, and more

in recent years the term project management (PM) has become popularized without definition. It has taken on a meaning that is not only misleading, but also untrue. To most people it implies only good things. Therefore, if you have PM on a project, it is good. If you do not, it is bad.

In the beginning the PM concept was not readily accepted, but it must have had something of lasting value because it managed to survive. Now the trickle of acceptance has become a torrent. Everybody wants one. PM has become fashionable on a world-wide basis and the demand for its usage has far exceeded the available supply of qualified personnel.

The term "Science" means knowledge proven by experiments and hence systematic and well organized body of knowledge. It has been derived on certain scientific principles.

The term "Arts" means the application of knowledge requiring skills to practice and continuously innovate it

In a project management we deal with the body of knowledge based on proven principles and we need skills to accomplish the goals and to sustain in the project management area we should have the skills to continuously show creativity and innovativeness.

In light of above facts, Project Management is both Science as well as Arts.

In my life long experience the reason is often an inadequate project management - often too weak - which pushes the project over the edge of chaos. But only Lean Construction recognize the project as a flow and is thefore prepared for this change in state. Reinold's number is still unknown for most project managers.

As an art, it varies with personality and socioeconomics variables incorporating institutional and behavior concepts to measure efficiency, effectiveness and associated transactions cost.

Becoming an effective project Manager will does require versatility of understanding both side of "the concepts".
