According to the definition on www.cancer.gov, cancer cell lines refer to cancer cells that keep dividing and growing over time, under certain conditions in a laboratory. It seems that CHO cells match this definition. So can we say CHO cell line is cancer cell line?

The definition that you are using is more related to the immortalized cell lines, in which immortalization can be reached in different ways (e g. like HEK 293 cells originated from normal kidney epithelium via transformation with adenovirus 5 DNA). Based on their origin CHO cells are generally considered as a non-cancer model in most of the studies.
