Do you have a specific frequency range that you are interested in? The microwave/millimeter-wave frequency range is quite large and most-likely the permittivity is frequency dependent.

The website Raymond suggests does not go into the microwave/millimeter-wave range, however this article gives a frequency dependent model for water, methanol, and ethanol (see equation 9) in the microwave region. http://public.wsu.edu/~sjwang/dp-rf-mw.pdf

This may be useful for your studies, or at least give you some idea of where to start.
