You typically want to use another small RNA like one of the SNORDS, or RNU-6. If you use SNORDS I would suggest using 2 or three and averaging the CT's as your control
As already pointed out in other posts, the right answer to your question is NO. You must use something smaller in order to be coherent with the amplification efficiency of cDNAs from miRNAs. So, besides the recommended normalizers like U6, small rRNAs, SNORDs, and even other miRNAs, I will recommend you to give a try to tRNAs. Some rare tRNAs like lysine or arginine tRNAs can also help.
