Can anyone suggest me the best buffer for pH 7 to study reactivity of hydroxyl radicals towards organics?

I tried TAPSO buffer for pH 7 and 8 study and hydroxyl radicals did not show any reactivity towards my contaminant. The morality ratio of Buffer:contaminant was 200:1.

Is this because the buffer concentration is quite high by three orders of magnitude?
