It will be 2018 - because this was the year whereby the citation details e.g. vol #, issue #, page # etc. are available for other author(s) to cite.

In addition, the inconsistency between the year of publication and the expected year of publication of the article of the main question of the thread may be due to a typographical error.

Since article was accepted to publish in 2019, there may be some legal issues as well, as it was published in back date issue.

Following the recent posts, an editor's message to the corresponding author, regarding the year of publication (hard copy) and the volume/issue of the journal in which the article will appear, would make sense.
